London has the toughest vehicle safety rules in the UK. Since October 2024, HGVs over 12 tonnes rated below three stars under the Direct Vision Standard need the Progressive Safe System to get a TfL Safety Permit, and many construction sites expect CLOCS and FORS standards on top.
